Date of birth: 28 March 1951

Born in Heki village, now part of Nagato City on the coast of the Japan Sea, and raised in Yamaguchi City, the capital city of Yamaguchi Prefecture. Attended Yuda Elementary School, Yamaguchi Junior High School attached to Yamaguchi University, then Yamaguchi Senior High School, Yamaguchi City. While in senior high school, went to Foothill Senior High School, Sacramento, California, as an American Field Service (AFS) foreign exchange student (1968-1969).

The United Nations Office on Drugs and Crime (UNODC) is mandated to coordinate and lead the fight against illicit drugs and international crime. Established in its current form in 1997, UNODC has approximately 500 staff members worldwide. Its headquarters is in Vienna and it has 21 field offices, as well as a liaison offices in New York. UNODC relies on voluntary contributions, mainly from governments, for 90 per cent of its budget.

In East Asia and the Pacific, through its Regional Centre located in Bangkok, together with the country offices in Lao PDR, Myanmar and Vietnam, UNODC provides technical and financial assistance to address illicit drug production, trafficking in and abuse of drugs, money laundering, and related legislative and institutional reforms. It is further expanding its activities in the region in the areas of transnational organized crime, human trafficking and migrant smuggling, and terrorism.
